A storm is coming. A seasonal south-easterly storm washes up the mutilated body of a Chinese man on a Cape Town beach. For township cop Sizwe Miya, this is an opportunity to prove himself and earn the promotion he desperately needs. His boss and mentor, Venske, gives Sizwe the case but assigns a rookie cop, Legama, to keep an eye on him.
Sizwe discovers that the homicide is linked to Triad abalone smuggling in Cape Town. A Chinese shipping executive, Soong Mei, tries to seduce him into giving her information about the case.
Sizwe seeks advice from his former comrade, Specialist, now a crime boss. A tip from Specialist leads to a major abalone bust, but Venske calls Sizwe away from escorting the seized abalone and the shipment is stolen. The whole thing is a set-up. With Venske already on his payroll, Specialist is using Sizwe as an unwitting ally in a criminal scheme of his own.
Sizwe is promoted to detective, but it’s a bitter victory; he knows that it’s all part of Specialist’s plan.
In a world where self-interest and corruption have overtaken personal loyalty and civic duty, Sizwe is left with no one to trust, he refuses to go along with the scheme and his life is threatened. When integrity demands that he betray a friend and take the law into his own hands, he defies Venske and plays Specialist off against the Triad.
